Go to the mode select screen, after highlight "Practice", the press

The option will appear in the pause screen of "Mania mode" only.
Unlock vs. Bison II
Highlight Bonus and press Select 13 times.
Highlight Director and press Select 4 times.
Highlight Bonus and press Select 13 times.
Go to bonus games and you will find it there.
Ulock Garuda as playable character:
Go to the main menu, Highlight Arcade after press
Select, Select, Select, Right, Select, Select, Down,
Select, Select, Select, Select, Up, Select, Select, Select.
Maskless Vega
While the game loads up when you select Vega, hold Light Punch, Medium Kick,
Hard Punch.
