In downtown (construction site), deliver Krabby Patties to Patrick. 

Reep blower outfit
Win 1st place in the 100 jelly fishing contest.

The Dutchman's Graveyard: Extra lives
When you are getting "booty", look around where you find the booty. 
Whenever there is booty, there are some lives.

Untested cheat:

Stage select
Press Start to pause game play, after hold L1 + R2 + Square + Circle in 
order to display the actual stage number at the top part of the screen. 
Press L1 to select a new stage, after press Select to resume the 
game at that point.
