There are ten secret figurine that cannot be buy in the shop.

Get unlimited scrolls
Go to Iruka-Sensei room (this is the house in front of Ichiraku Ramen) and talk
with him. Select the second option, then the second option again.
Go out from room and you will find scrolls on top of Ichiraku Ramen.
Repeat if necessary.
Unlock Everybody but Hanabi and 4th Hokage:
1. Hold R1+R2 after press Square, Triangle, Square, Triangle
2. Hold L1+L2 after press right, up, right, up
3. Press L3+R3 at the same time
