Unlock Poison Jam gang
Finish all Kogane-cho levels and reach "Jet" rating.

Unlock Noise Tank gang
Finish all Benten-cho levels and reach "Jet" rating.

Unlock Love Shockers gang
Finish all Shibuya-cho levels and reach "Jet" rating.

Unlock Goji Rokkaku
First unlock the Noise Tank gang, Love Shockers gang, and 
Poison Jam gangs, after finish all the Grind City stages 
and reach "Jet" rating.

Unlock Pots
First, unlock Noise Tank, Love Shockers, Poison Jam 
and Goji Rokkaku.  After finish the game. Play the 
"Monster of Kogane" stage. Finish chapter 2. and Noise 
Tank will challenge you. Beat  Noise Tank to unlock 
Pots the Dog.
